Guest users and anonymous users who access the Confluence space will not have access to the SubSpace Navigation app by default (learn more about guest access here: Invite guests for external collaboration | Confluence Cloud | Atlassian Support). Anonymous users are external users who can use this instance without having to log in.

When a guest or anonymous user accesses a Confluence space, they will see a version of the SubSpace Navigation Menu with the message "This is the SubSpace Navigation app, perfect to organize & navigate your Confluence. Click here to learn more about it." (see Image 1).

The SubSpace Navigation App will not display the Menu items to the guest and anonymous users. They also will not have the option to customize the navigation bar, add or remove items, or perform any other actions that require admin access.

However, it is possible to display the Menu for anonymous users as well. To do this, you need to grant anonymous access to the space called “Communardo Products” where the data for navigation is stored. Please note that some elements may still not be visible to anonymous users if their content is not cleared for anonymous access.
